Moderate heat lets them lose water before their sugars darken; black, burnt patches cannot be rescued and stay out of the dip. The onions must be cool before they meet the sour cream and mayonnaise, or the base turns loose, and long strands are worth chopping short so each chip scoops an even amount.

Halve and thinly slice onions.
Melt butter in a broad pan, add onions and salt, and cook over medium-low heat.

Stir frequently for 35 to 45 minutes until evenly brown and nearly dry.
Add the 60 ml water in small portions when brown residue sticks, scrape it loose and reduce again.

Spread onions on a shallow plate for 20 minutes, then chill 10 minutes more if needed.
Chop any long strands shorter.

Mix cold sour cream, mayonnaise, garlic powder and pepper, then fold in cooled onions.
Cover and refrigerate 1 hour; stir before serving.
