Stirring them into the filling, or stacking two layers, leaves the whole thing soft. The beef is fully cooked before assembly so the oven is not trying to evaporate raw meat juices beneath the potatoes. The cheese stays light and goes on near the end, leaving most of the potato crust exposed.

Preheat the oven to 220°C.
Oil a shallow baking dish about 20 by 25 cm and chop the onion.

Cook beef and onion in a broad skillet over medium-high heat for 8 to 10 minutes, breaking up the beef.
Once the meat reaches at least 71°C, spoon off visible excess fat.

Lower the heat, stir in condensed soup, peas, Worcestershire sauce and pepper, and heat for 2 minutes.
Spread in the dish and arrange frozen tots in a single layer.

Bake uncovered for 25 to 30 minutes until the potatoes are golden and the filling center reaches at least 74°C.
If the potato package requires longer, continue until properly cooked.

Scatter cheese lightly over the top and bake 2 minutes more.
Rest for 3 minutes, then serve with the potato layer uppermost.
